Phatak pleads Not Guilty in Adarsh scam.
|
|
He is perhaps the only serving IAS officer who has come out with his
version following the Central Bureau of Investigation (CBI) naming him
as the 14th accused in the Adarsh Housing Society scam. Currently
chairman and managing director of Rural Electrification Corporation,
Dr Jairaj Moreshwar Phatak on Thursday termed all the allegations of
corruption in the Adarsh scam as ``false’’.
Speaking to newspersons here, Phatak (1978 batch) argued that the land
on which the Adarsh building stands today belongs to the State
Government. He added that the permission to increase the height of the
building was taken after verification of all the documents. Phatak was
heading the committee on high rise structures.
He further disclosed that his son Kanishka became member of the
society way back in 2004, at a time when he was not even slated to
become the BMC municipal commissioner. Phatak stated that he has been
regularly submitting details of the properties owned by him. Apart
from Phatak, other two retired bureaucrats Ramanand Tiwari and D K
Sankaran have clarified about their role in the Adarsh scam.
On March 16, the CBI had conducted simultaneous raids on Phatak’s
Mumbai, Pune, Yavatmal and New Delhi residences. So far the government
has been maintaining that disciplinary action against tainted serving

Series of scams and incrimination all over have compelled Rahul Gandhi to look all over to rejuvenate the sagging morale of his party while there is indignation in the ranks over mishandling at the top executive level. Party bearers and functionaries have refused to go out and keep explaining to all and sundry about the good intentions which in fact are not there at all.
Taking stock of the situation, RAHUL GANDHI is reported to have called a meeting of senior Congress leaders including Cabinet Ministers recently. The proverbial ghost of the controversial appointment of Central Vigilance Commissioner, P J Thomas seems to have followed Chief Minister Prithviraj Chavan to Maharashtra as well. Expectedly enough the opposition BJP raked up the issue in both the houses of the state
legislature demanding the resignation of Chavan. But in the end it exposed the differences between the BJP and its ally the Shivsena, as the latter wanted to raise the issue of Adarsh Housing Society scam.
Using legislative devices to raise the issue BJPs leader of oppositionin legislative assembly, Eknath Khadse argued that the issue definitely concerned Maharashtra. His contention was that Prime Minister, Dr Manmohan Singh had in Parliament admitted that he was mislead over the appointment of CVC Thomas. And that he squarely blamed his then Minister of State, Prithviraj Chavan who was then handling the Department of Personnel and Training for his error of judgment.
Khadse’s contention was that the Kerala government had on March 11, 2008 informed the Centre about pending inquiries against Thomas. It had also turned down the alleged tainted bureaucrat request for a central deputation posting then. The BJP opposition leader added that Chavan as the then MoS in the PMO had not disclosed this information to the Prime Minister.
Moreover, the Kerala Chief Minister, V S Achyutanandan has stated that the Maharashtra Chief Minister was not speaking the truth. However, Assembly Speaker, Dilip Walse-Patil turned down Khadse’s plea for a debate on the issue ruling that the issue did not fall in the domain
of the state government and that it related to the central government. Khadse however argued that the CVC’s jurisdiction was not just restricted to the Centre, but also to all the State’s. ``Even I have lodged complaints of corruption in respect of Maharashtra with the CVC
office’’, he remarked. Amidst all this Chavan himself remained non-committal. ``I shall respond at the appropriate time’’ was the only terse reply that he could give. But in the process, while the BJP raked up the issue of the CVC, its ally the Shivsena was clearly not in tune with its stand. The Sena wanted to raise the issue of Adarsh Housing Society scam and cold shouldered its allies demand. Ironically enough the question on the
Adarsh Scam was listed first on the agenda in the question hour. Suryakant Dalvi (Sena) who had fielded the starred question even was up on his feet trying to raise the question. He was supported by Congress Minister for Parliamentary Affairs, Harshavardhan Patil who drew the attention of the chair to the important question on the days agenda. The Speaker too on his part reminded the house that by adjourning the proceedings he was in no way trying to show any bias to anyone.

A divided BJP-Shivsena led opposition tried to raise the issue of judicial probe into the Adarsh Housing Society scam. But the starred question listed first on the days agenda during question hour could not be debated, as the BJP was more keen on raising the alleged controversy over appointment of the Central Vigilance Commissioner, P J Thomas.Even as the issue surfaced in the legislative assembly, outside it, the Central Bureau of Investigation (CBI) conducted raids of 3 residences of the 1978 senior serving bureaucrat from Maharashtra cadre, Dr Jairaj Moreshwar Phatak. The 1978 batch senior bureaucrat is
currently on central deputation posting and is currently Chairman and Managing Director of Rural Electrification Corporation Ltd. Phatak was the then Municipal Commissioner of Brihanmumbai Municipal
Corporation (BMC) when the Adarsh society file was cleared. His son Kanishka owns a flat in the said society. According to CBI sources, Kanishka and his wife were accosted by the CBI to their Bank of Maharashtra branch to probe their safe deposit locker. Similar raids were conducted on Phatak’s residences in Pune and in New Delhi today.

Chief Minister Prithviraj Chavan has now dangled the carrot before the
officers in a bid to tone up the administration. While on tour of
Kolhapur city on March 12, Chavan announced that the government would
henceforth give the `Best Officer’ award to state level officers for
their outstanding work in administration. Soon after taking over last
year, Chavan in a bid to remove the taint of corruption from the face
of the state administration issued a slew of orders like asking the
officers to disclose their financial assets, report on time for work
and above all be courteous to the elected representatives. All this
while, the officers were taking a pounding from the elected
representatives. But so far the government has not disclosed the
financial assets of the bureaucrats and officers. Could this be
another sort of carrot from Chavan ?

Mumbai Transformation Support Unit for quite some time now along with
Gaikwad, was not considered for the top billing post. Prior to his

Maha Govt pays lip service to e-Governance
|
|
Even after co-hosting the 14th national conference on e-Governance at Aurangabad only last month, the state government has spelt out only a handful of proposals on administrative reforms in the Governors annual address to both the houses of the state legislature on Monday.

Amidst much fanfare the Maharashtra government had along with the Union Government jointly hosted the two day 14th national conference on e-Governance at Aurangabad on February 10. Prior to that state secretary for Information and Technology, Dr Nitin Kareer had stated that henceforth all government departments would be expected to spend atleast 1.5 percent of their budgetary allocations on e-Governance initiatives.
Much was expected out of Maharashtra Governor, K Shankarnarayanan’s annual joint address to both the houses of the state legislature which began their month long budget session in Mumbai on March 14. However, what was in store was just a couple of references to sum up the e-Governance initiatives of the state government that prides itself in being called as the leading progressive state in the country.
After having adopted the norm of Human Development Index (HDI), the government has now plans to use it as a benchmark to grade all the district’s based on the overall improvement in the living standards of its people. He stated that the government has set aside 4.5 percent of the allocation of the District Planning and Development Committee’s (DPDCs) in devising and implementing new welfare schemes.
In his customary speech, the Governor stated that the government has made e-Tendering of all government contracts that are in excess of Rs 50 lakhs. Besides this the government has plans to replicate the e-Lokshahi project being implemented in Jalgaon district in other district’s of the state as well. The project seeks to provide Online grievance redressal mechanism to the people.
Besides this the government is in the process of 60 Tehsil offices across the state. Governor, K Shankarnarayanan added that the government was in the process of updating its document and file storage and recovery system wherein it plans to create a backup database of old documents and its recovery system.
Despite the severe criticism from experts at the national conference on e-Governance, the government he stated has so far started 8,519 e-Seva centres out of the targeted 11,818 e-Seva centres in the state. The rest of the e-Seva centres will be opened during the financial year 2011-12, he added.

Govt effects transfers and postings of 17 Bureaucrats in Maharastra

Close on the heels of the shake-up in the top brass of the IPS, the state government effected transfers and postings of 17 Bureaucrats. Most of the transfers and postings effected are of junior level officers of 2008 batch, with some senior officers as well.

Close on the heels of effecting a shake-up in the top brass of the Indian Police Service (IPS) in the state, the state government on Tuesday effected transfers and postings of 17 bureaucrats in the state. Out of the 17 bureaucrats, 9 officers are from the 2004-08 batch, with some from the 1985-1995 batch. The senior most amongst them to be transferred includes Anna K Dani, 1976 batch who is now posted as Secretary Forests.
Amongst the other senior most bureaucrats to be transferred to their new postings include: Radhika Rastogi (1995) is posted as Managing Director, Maharashtra Tourism Development Corporation (MTDC) Dr. Sanjay Chahande (1988) has been posted as Director General, Yashwantrao Chavan Academy of Development Administration (YASHADA), Pune. Chandrakant Dalvi (1995) has been posted as Settlement Commissioner & Director, Land Records, Pune. Ashwani Kumar (1987) has been posted as Secretary Revenue (Appeals). S K Goyal (1985) is posted as Secretary Agriculture and Cooperation. Shailesh Kumar Sharma (1984) who was earlier Settlement Commissioner, Pune has been transferred, but is awaiting his new posting.
Vikas Deshmukh (2004) has been posted as District Collector, Pune. Sanjay Deshmukh (2005) has been posted as Joint Secretary, General Administration Department (GAD) in Mantralaya. B G Wagh (2007) is now posted as District Collector, Yavatmal.
Six junior level bureaucrats all from the 2008 batch have got their first major posting include: Sampada S Mehta is posted as Chief Executive Officer (CEO), Nashik Zilla Parishad (ZP), Abhijit Bangar is posted as CEO, Raigad ZP, Rubal Gupta is posted as CEO, Ahmednagar ZP, Radhakrishnan B is posted as CEO, Jalna ZP, Ranjit Kumar is now posted as Project Director, Integrated Tribal Development Project, E Ravindran is posted as CEO, Akola ZP and K V Kurundkar who has been promoted to the IAS cadre has been posted as CEO, Wardha ZP.
