Doordarshan - Whose History Is It Anyway ?
 
The tussle to grab history is now turning into an interesting event in an otherwise lustreless Doordarshan. An organization which long lost its focus and objectivity often regaled its viewers by churning out past glories which too are mired now in controversies. Sources in Prasar Bharati confirm that while Chairperson, Prasar Bharati Board had already agreed to extend the tenure for post retirement assignment for Kamilini Dutt. a former Sr.Director, who had played a stellar role in building up the Archive Section and its Marketing of DVDs has been ousted by H N Navrang, a relatively novice in business and the present Director-Archives !
Kamlini Dutt, a seasoned Producer of programmes on Culture, Music and Dance had made notable contributions in creating this section which had been appreciated even by Minister in a DVD release ceremony recently. Her intricate knowledge of programming and background of organization made the Prasar Bharati Board give her the important assignment to create other segments in Archives but for this humiliating action by an Officer whose contributions to television have yet to be measured !
H N Navarang, who according to sources in PTI Building, remained suspended for a long period for not attending official duties, had to forgoe his promotion and is not even versed with modern techniques of production and Media Management managed a posting albeit through Aruna Sharma former DG. Sources further say that it was their Madhya Pradesh background which brought the two together to bag this all important assignment which is witnessing a deadlock in performence now. This disregard for Board's decision while spells trouble for him in the days to come, also reflects a weak management responsible for such incidents.
An organization surviving on the contours of uncertainties, deprecating professionalism and poor human relation policies would soon be seen pulling each other down for paltry gains and egoes as evidenced. But would that take away the chequered dots of history of Doordarshan, a legacy which was created by visionary experts and professionals !

Radio Official as Acting DG, Doordarshan
 
Jaya Lal, a DDG in All India Radio is being made the Acting DG, Doordarshan upon Aruna Sharma, IAS demitting office on completion of her term. Jaya Lal, the senior most IBPS officer in AIR was being touted to take over from Noreen Naqwi, DG on her superannuation this month end was suddenly placed Head of Doordarshan, he has never worked nor trained for ! He was reportedly asked to take over but he refrained doing so without written orders !

Ambika Soni once again proved her indecision in promoting the senior most in Doordarshan, L D Mandloi for reasons which are now pouring out in corridors now. Mandloi, it may be recalled had earlier been Acting DG for a year and half when B S Lalli as then CEO, removed him for refusing to join him in his corruption trail. Even last month also, Prasar Bharati Board asked him to take over in the absence of DG going on training, now baffles media pundits on the games being played by Ambika Soni and her advisers,

Even sources in Ministry confirm that it was at the behest of certain private lobbies favouring B S Lalli that Ambika Soni did not want Mandloi to have another innings since the announcement of CBI probe against the former CEO would have seen an active role for DG,Doordarshan in providing material and inputs to the investigating agency. Sources further say that had the Minister been more sensitive to the malaise of high corruption then she would have indeed initiated action on the CVC Report which came in June/July 2010 indicting B S Lalli and other officers ! Not only this, it would have even stymied the swindling of Rs 145 crores from publc exchequer which was allowed to happen by the Ministry. The Shunglu Committee Report has incriminated the Ministry, Government and Prasar Bharati Board in extending helping hand to this fraud. And would Ambika Soni want an officer who was eased out because of his refusal to party with B S Lalli and others and help CBI instead ?

Aruna Sharma : DG-Doordarshan Makes Exit - Lessons Unlearnt !
 
The buzz is that Aruna Sharma IAS finally bows out of Doordarshan after an inglorious innings and excoriations from the Shunglu Committee in CWG scams ! Yet,It amazes her propensity that despite all allegations of corruption and no visible contributions in strengthening of Prasar Bharati as envisaged in the Act, she did not fail to approve 67 Feature Films before making her final exit ! An area often under allegations for huge 'lena-dena' and wrong selections of films has been the cynosure of all deputationist bureaucrats for reasons well understood !!

Not only contented here, while she failed to push for reframing of Recruitment Rules and holding of long pending DPCs despite Court rulings, she as per reports saw to getting many pending commissioned serials approved under the Self Finance Scheme in hurriedly convened meeting ! What was there to hurry about issues which could have been done by any other person in her absence ? Or was there some other motive ?

All said and done, Mrinal Pandey and her Board is said to be toeing line similar to that of B S Lalli and might run into illegalities sooner than expected. But is it true that she is perpetuating these wrong doings only to bail out B S Lalli making them appear as normal, routine functioning ? Some say, she is angling for continuation of her term expiring in March 2011 and hence this dogged persuasion ! One thing is now for sure, whosoever lands up in Prasar Bharati, often earns a bad name than feathers in cap !!

Air Force looking to acquire more than 230 choppers : PV Naik Air Chief Marshal
 
Modernising its fleet of helicopters, the Indian Air Force it was looking to acquire more than 230 choppers in the near future.
Addressing a press conference at the Aero India, Air Chief marshal P V Naik said the force is in the process of acquiring helicopters of different types and size in the next couple of years.
"We are acquiring 12 AW 101 VVIP helicopters, trials for 22 attack choppers are completed, 80 Mi-17 IV helicopters are being inducted and 50 odd would be added in near future, trials for 12 heavy-lift choppers are also in the final stage and would be completed soon,"he said.
Naik said the Field Evaluation Trials (FETs) for procuring 197 helicopters for the Army and the Navy were also over and the report was expected to be submitted to it in the next couple of weeks. Of the 197, the IAf would receive over 55 helicopters.
For the attack helicopters, Russian Mi-28 and American Apache 64 D Longbow are facing each other and the IAF chief said the trials were over and a report in this regard was expected in the next two weeks.
Under the LUH programme, the Army has conducted trials of the Russian Ka-226 and the Eurocopter Fennec and would send its report to the IAF soon.
Commenting on the reports suggesting that US would offer high end technology to India, the IAF chief said these reports should be taken"with a pinch of salt"as it was not known to whom such offers were made by the Americans.
On the upgrades to be carried out on the Su-30MKI, the IAf chief said the aircraft would have state-of-the-art equipment and the HAL, DRDO and Russian manufactures were involved in the development of AESA radar also for the air superiority fighter.

AERO INDIA 2011 : SPECTAUCULAR START
 
Asia’s biggest aerospace exposition, Aero India-2011, got off to a flying start at Yelahanka air base in Bengaluru, today.
Defence Minister Shri AK Antony inaugurated the five-day event witnessed by a galaxy of officials, industry delegates, exhibitors and representatives from over 40 foreign countries. Aero-India 2011 showcases the latest international technology in the fields of military and civil aircraft, avionics and sub-systems, as well as radars in the defence and aerospace sector.
“This event will further enhance India’s emergence as an attractive market and a key outsourcing hub for global aerospace firms,” said Antony in his inaugural address. He stated that domestic and international firms in the aerospace and civil aviation sector will derive maximum benefit from the business potential displayed at the show.
“India has always been a votary of peace. Yet, violent disturbances in our immediate and extended neighbourhood pose security challenges for our nation and the region as a whole,” the Defence Minister said addressing the gathering comprising among others Ambassadors of several countries.
Reiterating Indian Government’s commitment to ensure rapid modernisation of the Armed Forces with state-of-the-art systems, equipment and platforms, Defence Minister stated that the defence expenditure, currently at 2.5% of GDP, will increase over the next two decades.
India’s aerospace sector has emerged as the fastest-growing one in the world. With Hindustan Aeronautics Limited having rich experience in the field, Antony said the entry of other major companies in the fray was a positive and an encouraging development. “We are open to joint ventures, public-private partnerships and licence production under transfer of technology for the all-round development of the aerospace industry,” he said.

Intro: Clash of egos erupts amongst top brass of the IPS in the state as incumbent DGP, D Shivanandan goes on leave with just days to retire. Top brass battle it out amongst themselves even to get a temporary charge as DGP. After much delay Thane city gets a new Commissioner of Police. However, Anti Corruption Bureau gets a new boss after more than a month long wait.

With just days remaining for incumbent Maharashtra Director General of Police, D Shivanandan to retire from service, he has opted to go on leave after attending a 1976 IPS batch meeting in Hyderabad. That has now led to open clash of egos amongst the top IPS office brass. The chaos and lethargy in making quick appointments to the top level postings in the state can be gauged from the fact that it took five days for the state government to decide upon the appointment of Thane City Police Commissioner and more than a month to decide upon the next state Anti Corruption Bureau (ACB) chief.
Additional Director General of Police (Addl DGP Planning & Coordination) Pankaj Gupta who was next in seniority ranking was expecting the temporary charge in place of Shivanandan. However, at not being even given the temporary charge Gupta (1977 batch) too put in a week long leave application. Instead the temporary charge was given to Additional Director General of Police (Addl DGP State Reserve Police Force - SRP) Dr Sridevi Goyal, a 1979 batch officer.
That according to sources in the DGP Headquarters appears to have hurt Gupta who promptly went on a leave. Already there are two DGP level posting that are lying vacant for sometime now. With Shivanandan going on leave after his Hyderabad sojourn, the charge was temporarily given to Additional Director General of Police (Addl DGP Law and Order) K P Raghuvanshi.
But with Raghuvanshi being appointed as CP Thane city, he had to relinquish the charge to Dr Goyal on the directives of the Home department. Raghuvanshi is yet to take charge as CP Thane city. His predecessor S P S Yadav retired from service as CP Thane on January 31. But since then the Thane city police force remains leaderless.
The mandarins at the state Anti Corruption Bureau (ACB) too are waiting for more than a month now for their new chief. Former Mumbai CP and ACB chief, Hassan Gafoor retired from service rather quietly on December 31, 2010, without the usual fanfare associated with the ritualistic send-off accorded to a DGP rank officer. After more than a month, the state government has appointed K Subramaniam as the new DGP ACB. With talk of corruption becoming all that pervasive today, the appointment to the top state anti corruption unit has taken such a long time to be filled up.

Shunglu Committee Fall Out: Whistleblower Sidelined !
 
In a move which might invite legal implications, a baffled Prasar Bharati Board in its meeting today sidelined A K Jain, IAS (77), Member-Finance of his regular assignments. It may be recalled that Member-Finance was instrumental in exposing all corruption in Prasar Bharati which were vindicated by CVC , Delhi High Court and Shunglu Committee on CWG Broadcast scam. Insiders confirm that Ministry of I & B , Government and Prasar Bharati Board after having been named for not taking action against an erring B S Lalli and Aruna Sharma DG-DD were peeved over the open incrimination by the Shunglu Committee Report which has even been accepted by Prime Minister. The Board in its deliberations today divested A K Jain of the all important charge of Finance despite unravelling multi crore bunglings with all honesty and purpose.

In another bizarre move, the Board formed a Three Member Committee including two Part Time Members to look into all Financial matters. The involvement of two part Members into executive functioning though much against the tenets of P B Act confirms the haste with which this decision has been taken. Sources even in the Ministry confirm that it has been done in an understanding formed recently by the Nominated Member and one functionary in the Minister's office ! Same source in Shastri Bhawan also confirms that while former is eyeing the coveted job of CEO, Prasar Bharati, the latter has a lady candidate to be foisted as DG Doordarshan ! If true, then it fortells another round of controversies. But should a whistleblower be axed for excavating the malaise.....Will Ambika Soni please respond to this ?

Shunglu Committee Bares Government
 
Something which no other could do, Shunglu Committee formed by Prime Minister to go into irregularities during CWG Broadcasting scam has come out scathingly against the Ministry and Government. While pinpointing the systematic corruption unleashed by B S Lalli, for CEO and Aruna Sharma, DG-Doordarshan it has castigated Ministry and the Government on turning a blind eye to the goings on thus establishing their culpability!
The Report now made public refers to the chronology of events which allowed Officers to dupe public exchequer of over Rs 135 crores. No wonder, it amazes the propensity of crime and belligerence of the perpetrators that while it was known all over with media putting in trickles of scam in its columns, Ministry chose the Nelson's eye and allowed the plunderers to loot ! Equally guilty is the Prasar Bharati Board and its Chairperson, who not once convened an 'Emergency Meeting' to discuss the CVC Report nor commented upon the CWG Broadcast deal with SIS Live, UK which indeed makes them partners in crime !
It even refused to verify the claims made by NAFADE, the vocal Staff Association and series of protests by Engineers and Programmers of their capability to undertake the assignment proves that the Board was acting on behest of Ministry to ignore the goings on and allow these illegalities ! This is a serious development when the Regulator itself starts ignoring illegal practices !! The canvas thus becomes larger than comprehended earlier. The interested players become more in numbers than those named in the Report.
Its time Ambika Soni has to devise a new plot. A plot which is congruent with the Assurances given in Parliament while getting the Prasar Bharati Bill passed in 1990. She will have to salvage her commitment towards a true Autonomy which could be fostered only by appointing an " internal professional as Director General " once the present DG- Doordarshan bids goodbye this month. It comes as utter dismay that staff in Minister's office are reported to be favouring another inexperienced IAS to head Doordarshan despite the incumbents participation and complicity in the entire CWG scam which as per reports is already being investigated by CVC and CBI !
Why would a person under investigations and media illiterate be foisted once again as DG and why would Prasar Bharati Board, as reports suggest, is being sounded to consider "her" candidature ? Ambika Soni would be treading a path which is now bound to bounce back on her given the voltile situation Indian polity is in ! Is she prepared for this risk ?

After filing an FIR in the Adarsh Housing Society Scam, CBI conducted raids on premises of some of those 13 named in its FIR.

After filing a First Information Report (FIR) in the Adarsh Housing Society scam before Special CBI court judge M R Aglawe through speed post on January 29, the Central Bureau of Investigation (CBI) swung into action on Sunday conducting day long raids at the residences and premises of some of those 13 named in its FIR.
The CBI conducted raids on the residential and office premises of Adarsh Housing Society in Colaba, south Mumbai, Adarsh society general secretary R C Thakur’s flat in Dharampeth, Nagpur, Brigadier (Retd) Madan Mohan Wanchoo and Adarsh Society chief promoter, ex-MLC and Congress leader Kanhaiyalal Gidwani’s flat in Bhima building at Worli, South-Central Mumbai.
CBI officials however declined to divulge any details of the evidence material that they recovered from the persons. Thakur’s flat in Nagpur which was lying vacant for last several years has now been sealed by the CBI with a note pasted on the front door asking Thakur to get in touch with the CBI officials in Mumbai.
The CBI officials conducted simultaneous raids at all the locations in Maharashtra on Sunday. What has raised the eyebrows among the political and administrative circles is that according to unconfirmed reports the FIR does name former Chief Minister of Maharashtra, Ashok Chavan. However, it does exclude the names of former Maharashtra Chief Minister, Vilasrao Deshmukh and Sushilkumar Shinde who now are Union Minister’s for Rural Development and Power.
But what has stood out in all this is the naming of former MLC now Congress leader and Adarsh Housing Society chief promoter, Kanhaiyalal Gidwani. He is widely known to be close to Congress minister for Industries, Narayan Rane.
According to unconfirmed reports, the FIR filed by CBI among others does include the names of:

CBI files FIR in Adarsh Scam, names 13, excludes some big names ?.
 
CBI filed FIR against 13 persons in the Adarsh Housing Society Scam on Saturday. However the FIR according to conflicting versions excludes some big names alleged to be involved in the scam.

The Central Bureau of Investigation (CBI) on Saturday filed its First Information Report (FIR) in the Adarsh Housing Society scam. According to sources the FIR names 13 persons alleged to be involved in the scam. Some of those who according to unconfirmed reports have been named include: former MLC, Congress leader and promoter of Adarsh Society, Kanhaiyalal Gidwani, Secretary Finance Dr Pradeep Vyas, R C Thakur and Madan Mohan Wanchu. However, the CBI sources have neither confirmed or denied the naming of former Maharashtra Chief Minister Ashok Chavan in its FIR.

The FIR has been filed under sections 120 (b) read with sections 420, 468, 471 of the Indian Penal Code (IPC) and sections 13 (1) (d) read with section 13 (2) of the Prevention of Corruption Act. The FIR was filed in the Sessions Court. On January 18 last the Bombay High Court had wanted to know from the CBI as to when it would be filing its FIR in the case.

BJPs Leader of Opposition in Maharashtra Legislative Assembly, Eknath Khadse however expressed his reservations on those being named in the CBI FIR. Speaking to newspersons at his official residence across Mantralaya, Khadse said ``if the CBI FIR does not include the names of former Chief Minister’s like Vilasrao Deshmukh and Sushilkumar Shinde then the FIR has no meaning at all’’.

Dr J M Phatak’s son Kanishka Phatak is an flat owner in Adarsh Society. Other kith and kin include – Seema Vyas wife of Dr Pradeep Kumar Vyas, I A Kundan, Devyani Khobragade (herself an Indian Foreign Service officer) daughter of ex-BEST general manager Uttam Khobragade, Sanjoy Sankaran son of Dr D K Sankaran and Joyce Sankaran, Onkar Tiwari son of Ramanand Tiwari and Ranjit Sangitrao son of former secretary to chief minister, C S Sangitrao.

Scrap Prasar Bharati Board !
 
Now that CAG has finally announced one part of its enquiry into irregularities for CWG Broadcast scam where as per reports, Zoom Communications earned an inappropriate profit of Rs.70 crores and caused losses to Doordarshan. The other part of enquiry dealing with doling out the contract to SIS Live, UK where B S Lalli former CEO, Ms. Aruna Sharma DG-DD and Ms.Leena Nandan, Project Officer-Commonwealth Games at Doordarshan are still being probed.
But can the role of Prasar Bharati Board be ignored for not voicing concern over such happenings? A Board which was meant to intervene and oversee the entire functioning remained a mute spectator while a set of officers were busy siphoning off public money! How could a Board excuse its ignorance when the entire office and the world outside knew of all goings on ? A Board which lacked in media expertise and a sound leadership failed to contain few erring people and allowed wrongs to take place? Not only this, it is learnt that some Members of Board were openly siding with the then CEO in defrauding the nation in all Board Meetings which prove that they were partners in crime. Its another issue that in response to a Rajya Sabha Question no. 2089 where Government conceded that two of the Board Members were involved in inappropriate doings is enough an indicator on the quality of Prasar Bharati Board, the Ministry had constituted !
Ms.Mrinal Pandey, Chairperson, Prasar Bharati Board cannot be absolved of her responsibilities and failings which are now established by CAG Report being mentioned. She failed to devise strategies to curb corruption, stress on professionalism and restore supremacy of internal professionals. She has rather become a laughing stock as a wailing Chairperson who shifts her failure and incompetence on others which reflects her managerial acumen even ! Entire Board and its functioning during this period speaks of utter incompetence, lack of coherence and vision which it was supposed to carry. The Government nominee on the Board too has to explain his role on lack of seriousness they all have portrayed in frittering away national funds. The buck cannot stop with the CEO only and all silent supporters of former CEO have to be probed fully.
NAFADE, the vocal staff association, is said to be gearing again for a showdown. The Government has to think fast before muck starts flying all over. Prasar Bharati has not yielded what it promised 20 years back. Should the Board not be scrapped once for all and a new order brought in to make things more functional and pragmatic !

Will B M Bakshi Go To Doordarshan Kolkata ?
 
West Bengal Assembly polls are round the corner and Doordarshan has been functioning without Station head in Kolkatta for years ! An officer with dual charge shuffles between his original posting in AIR and Television ! What a sorry state of affairs this organization has been put into ! There is Prasar Bharati Board headed by Mrinal Pandey, Chairperson, a journalist and writer and one time regular anchor on Doordarshan who is supposed to be versed with professional functioning of electronic media. While she sulked during B S Lalli's tenure who never considered her a good administrator or thinker, she continues in same avatar even after his exit also ! So much so that most of the Regional Centres of AIR and Doordarshan are operating without Station Heads and many important Centres are functioning without experienced officers.
No doubt there is dearth of Officers in these organizations but most hover around their DGs to remain posted in national headquarters only. One of the reasons that output level even in Directorates has gone down drastically is primarily due to lack of field experience in Station Management. But this has never been an issue of concern. Not even when an important event like Elections are taking place ! This certainly reflects on the Board and the Management who too all are inexperienced in Public Broadcast system.
Unlike all previous times when Officers of merit were posted to conduct Election telecasts and given highest priority is absent now. Kolkata is going to witness bitter battle for an important event but Directorate has not thought of posting someone there. Sometime back an officer from Mandi House was posted but he somehow extricated himself though on flimsy grounds. It is now learnt that Director, Doordarshan Kendra, Delhi is keen to go to Kolkatta but his case is not being pushed. Whats happening in Prasar Bharati after all ? Hope Ambika Soni is apprised of these facts !

Oppn accuses Govt of cover-up in anti-Oil Mafia drive. 2 State Minister’s and One Union Minister paid bribe of Rs 25 Crs for 1 Government Order. 80,000 Govt workers strike work in Maharashtra.
 
Shivsena-BJP led opposition went on the offensive accusing the Congress-NCP led state government of cover-up in the investigation in the brutal murder of Nashik Revenue Additional Collector, Yashwant Sonawane and of political patronage to the oil mafia. Senior BJP MLC Vinod Tawde alleged that just a day before Sonawane’s killing the Oil Adulteration Mafia bribed state minister’s and a union minister for Rs 25 crores for issuing a Government Order (GO) that gave them unfettered right to transport sludge and furnace oil anywhere in the state.

The Shivsena-BJP led opposition in Maharashtra went on the offensive accusing the Congress-NCP led state government of cover-up in the investigation in the brutal murder of Nashik Revenue Additional Collector, Yashwant Sonawane and of political patronage to the oil mafia in the state. Senior BJP MLC, Vinod Tawde alleged that just a day before Sonawane was brutally murdered by the Oil Adulteration Mafia, two persons Ramesh and Haresh bribed state government minister’s and a union minister of Rs 25 crores for issuing a Government Order (GO) that gave the Oil Mafia unfettered right to transport sludge and furnace oil anywhere in the state.
Tawde further alleged ``the investigations by the local police is deliberately sloppy. In the Panchanama that was conducted a key component of the filter tap of the oil tankers called ``Fighter’’ is missing from the list of evidence material. Every attempt has been made to deliberately weaken the case from the outset so that all those whose hands have been dirtied do not get exposed. Bureaucrats, officials and minister’s from the Food and Civil Supplies and Home department are hand-in-glove with the murky business’’.
Just days before the brutal killing of Sonawane, a Police Sub-Inspector, Sanjay Chougule was gunned down by criminals in Buldhana in Vidarbha region. Following the killing of Sonawane, one Ayesha Salim, widow of a Kotwal from Ashti in Beed district has vented her ire on the government for ignoring the brutal murder of her husband Sayed Salim at the hands of the Sand mafia in neighbouring Ahmednagar district on February 8, 2009.
State BJP spokesman Madhav Bhandari drilled holes in Home Minister, R R Patil’s crack down on Sand, Oil and Milk adulterators across the since January 25. ``All the 163 adulterators arrested all over the state are small fish who deal in small quantities of adulteration. The list does not include big time adulterators from areas of Nashik, Nandurbar, Thane, Pune, Dhule, Jalgaon, Mumbai and the rural areas surrounding these cities where the adulteration business is in full flourish. To say that there are hardly or no adulterators to be found in Nashik region is like playing a cruel joke on the martyrdom of Sonawane. Actually the big time oil adulteration mafia operate from Thane, Nandurbar, Kalamboli, Dehu Road and Chakkan near Pune. They all are being let off the hook’’.
Earlier in the morning, over 80,000 state government employees across government offices in the state struck work in protest of Sonawane’s murder. The employees and officers registered their attendance in their respective offices and trooped out and staged protest marches and held black flag demonstrations.
At a hurriedly convened press conference earlier in the day, NCPs Home Minister, R R Patil gave details of the arrests following the crackdown on the adulterators across the state. On the issue of why government officers were not being given police protection while discharging such official duties, he quipped ``the police are busy with other duties. Earlier they were heavily involved in social policing. Now they have to combat terror threats’’.
Tawde stated that the two duo of Ramesh and Haresh raised contributions to the tune of Rs 25 crores and paid it to the concerned officials and minister’s in Mantralaya. A union cabinet minister in New Delhi who no longer holds the portfolio in the recent cabinet reshuffle too was well aware of the GR being issued by the state government’’.
The copy of the controversial GO dated January 24, 2011 issued by Deputy Secretary, Food and Civil Supplies department, B B Parkhi omits items serial number 14 and 15, that is Furnace Oil (FO) and Light Diesel Oil (LDO) from the purview of the order that deals with acquisition, sale, storage and prevention of use in automobiles.
Tawde stated that earlier the district collector, additional collector, supply officers and police had the powers to stop and check the papers and contents of these oil tankers. Now the GO takes away their powers and gives them unfettered movement across the state.
He added that couple of days before Sonawane’s murder another activist Amit Chaudhari was murdered in Panvel for raising his voice against oil adulteration in nearby vicinity. Tawde stated ``the oil tankers that leave the oil companies in Mumbai enter what may look like derelict closed factories where the tankers are filled with adulterated, petrol, kerosene which is mixed with sludge oil and furnace oil.
Tawde contended that two days before Sonawane’s killing the police had raided the very same spot near Panewadi. But the details of the raids were never given to the District Collector and the District Supply Officer. The UPA government soon after coming to power in 2004 had promptly disbanded the Flying Squads set up by then Petroleum Minister, Ram Naik to check adulteration of petrol, diesel and kerosene. He added that today one can track the movement of any vehicle by installing a GPRS system which is not being done as the black deeds committed in between have to be covered up.

MAHARASHTRA: Malegaon Addl Coll YASHWANT SONAWANE brutally burnt to death by Petrol Mafia
 
In the first of its brutal killing, Revenue department, Additional Collector (Supplies), Yashwant Sonawane who dared to take on the Petrol Mafia was burnt to a gory death by the very same mafia near Malegaon in Nashik district. Enraged at the incident, the entire Revenue department staff went on a flash strike across the state.

Malegaon Additional Collector (Supplies), Yashwant Sonawane (46) was brutally burnt to death by the very same Petrol Mafia that he dared to take on near Panewadi in Malegaon tehsil of Nashik district on Tuesday afternoon. As the news of his brutal death reached the state administrative headquarters in Mantralaya, enraged Revenue department officers immediately stopped all work and marched to the offices of the Chief Minister and the concerned Secretaries to lodge their strong protest and demanded action.
According to Revenue department officials, Sonawane was travelling from Chandwad to Nandgaon in Malegaon tehsil when he stopped by a roadside Dhaba owned by one of the accused Popat Shinde. Finding something suspicious in the number of petrol tankers lined up at the Dhaba, Sonawane tried to investigate the matter. ``Initially he was beaten up along with his driver and personal assistant who tried to intervene and save Sonawane. However, the assailants chased Sonawane, waylaid his car, two of the assailants poured petrol on Sonawane from behind and set him on fire. There are unconfirmed reports that the main accused Popat Shinde has been arrested from Malegaon Civil Hospital where he has been admitted with 85 percent burn injuries’’, disclosed a local Revenue official from Nashik.
Meanwhile, according to state police sources, two other accused Kachru Surwade and Raju Shirsate who managed to flee from the scene of the crime were later arrested. According to the version of Revenue department officials, Sonawane was chased down, waylaid and then burnt to death. While another version claims that Sonawane was burnt to death on the spot.

However, state BJP spokesperson, Madhav Bhandari while talking to Gfiles remarked ``the entire killing has raised doubts, Popat Shinde was initially believed to be absconding. Later on in the evening reports came that he too has suffered burn injuries and is battling for his life. We demand a CBI probe into the entire incident’’.
Earlier, speaking to Gfiles, Nashik district guardian minister, Chhagan Bhujbal stated ``the petrol mafia in the region has become a law unto themselves. They run a business that is close to anywhere in the range of Rs 10 to Rs 20 crores. Prior to the 2009 Lok Sabha and Assembly elections, NCP president Sharad Pawar had called for a clamp down on the activities of the Petrol Mafia’’.
Later speaking to Gfiles, State Revenue Officers Association, president, B D Shinde disclosed ``the Malegaon region is known to be a safe heaven for Mafia indulging in adulteration of petrol, kerosene, sand, cement, bogus ration cards and adulteration of essential supplies meant for public distribution system. Petrol is now priced at Rs 61 a liter, these adulterators make huge profits by adulterating it and selling it at double the price. They have been receiving political patronage. No supplies of essential commodities meant for the Fair Price Shops ever reaches the villages. We called on the Chief Minister, Chief Secretary, Food and Civil Supplies Secretary, Additional Chief Secretary (Home) and Secretary General Administration Department and demanded strong action against the accused’’.
Shinde added further ``the post of the Additional Collector at Malegaon was created just recently given the rising workload there and Sonawane was the first one to be posted there. Although, the law states that government officials while discharging their official duties such as these ought to be provided with adequate police protection. Even the BMC municipal commissioner bitterly complains that his anti-encroachment staff does not get police protection when they try to demolish illegal constructions. You can very well imagine what is the fate of the likes of Sonawane when they try to enforce the rule of law’’
A livid General Secretary of Maharashtra State Gazetted Officers Association, G D Kulthe remarked ``our officers shall not disrupt January 26 Republic Day official function. But they will wear black arm badges. However, on January 27, all the 3,200 Revenue officers and other gazetted officers all across the state will register their attendance at their workplace in the morning and walk-out of their offices in protest of the killing.
Bhandari disclosed ``recently on Diwali eve, a traffic constable in Vasai was brutally burnt to death by a autorickshaw driver. In another incident dacoits shot dead a police officers who tried to foil their dacoity bid. Four years ago in Bhiwandi, two police officers were brutally hacked to death by the rioting mob. The fear of the law and the government is no longer there in this mafia which enjoys political patronage of the ruling NCP’’.
Meanwhile, upon hearing the news Chief Minister Prithviraj Chavan ordered a high level probe into the incident. Contact minister for Nasik District , Balasaheb Thorat too called for slapping of the stringent MCOCA act against the accused. Deputy Chief Minister, Ajit Pawar condemned the incident promising tough action. Incidentally, the region also falls within the jurisdiction of the Lok Sabha and Assembly constituencies of Bhujbal’s nephew and son Sameer and Pankaj.

Babus in Maharashtra once again cross the path of the political executive
 
Several senior bureaucrats failed to attend the District Planning and Development Committee (DPDC) meeting that was slated to be held over the weekend. In the recent weeks the administration and the political executive appear to be headed for a showdown.

The buzz is that the Maharashtra bureaucracy and the political executive appear to be headed for a showdown of sorts. Over the last weekend, NCPs guardian minister for Mumbai city, Jayant Patil had convened the District Planning and Development Committee (DPDC) meeting at Mantralaya. While the Minister and the MLAs and MLCs turned up at the meeting well before 11.00 am, at least 7 of the top senior bureaucrats failed to turn up at the meeting leaving several of those present red-faced.
The missing party included Brihanmumbai Municipal Corporation, municipal commissioner, Subodh Kumar, Konkan Divisional Commissioner, S S Sandhu, MHADA vice president, Satish Gavai, principal secretary, Housing, Gautam Chatterji, principal secretary, Urban Development, T C Benjamin and principal secretary, Urban Development (2), Manukumar Srivastav. Due to their last minute abstention the meeting had to be cancelled at the last minute.
Earlier, this month following the dictate from Chief Minister Prithviraj Chavan asking the bureaucrats and Class I officers to disclose details of their properties, relations between the administration and the political executive have been less than cordial. To make matters worse the recent Home department order asking the police not to record calls made by politicians in station diaries to has been met with resistance from the bureaucracy.
Late last week, MNS MLA, Ram Kadam roughed up a Rationing Officer over a petty issue. All this despite a law being enacted to prevent such instances. In another instance, another MNS MLA, Harshavardhan Jadhav was mercilessly beaten up by police for trying to break the security cordon of the Chief Minister. In both the instances, the administration and the political executive have tried to flex their muscles against each other.

Why Britain Speaks for SIS Live-UK ?
 
Now the British Government has raised banner for expediting payments for controversial SIS LIVE, UK which was embroiled in huge Broadcasting scam during Commonwealth Games which costed B S Lalli his job as CEO, Prasar Bharati. Its indeed a unique method to get stalled monies recovered by involving Governments but would that weaken the investigations going against such companies in India ? The timing for this call leaves no ambiguity which is well timed with confiscation of hard disks of erstwhile CEO and Aruna Sharma, DG- Doordarshan recently by investigative agencies. Some even say that such statements are being planted to coerce payments which otherwise would never realize because of the enormity of crime all players have committed.
Why would Britain be interested in an obscure company which has faulted on more than one count in misleading another country? Whose interest does this SIS Live, UK serves when it cheats another country? Is it Britain or some powerful politician there? Pressurising for payment which as per reports is not even due to the erring company, Britain's call have connotations which are well understood in MEA and elsewhere.
Incidentally, what was B S Lalli's son doing in SIS Live, UK's office recently since he was no way connected with the deal officially speaking!! Or is there something more to his visit which has made Lalli acolytes assert openly that "situation has been managed and he would occupy his seat soon ". Or is it a ploy to instill caution in those who are siding with agencies in investigations? Well, B S Lalli, as printed earlier too, is now history and the Government would be immature to risk another embarrassment for someone who has no relevance to the powers that be.
