NAVBHARAT TIMES : English or Hindi Newspaper?
|
|
Kudos to the Hindi Daily, Nav Bharat Times! The buzz is that the present owners of Bennett Coleman & Co Ltd., seem to have reinvented and introduced British colonialism in the free India through its Hindi daily, Nav Bharat Times. A mere glance on title of the leading story carried on the front page on 31st October about the death verdict given by Delhi High Court to SANTOSH SINGH in PRIYA DARSHINI MATTU rape and murder case is likely to prove the point.
The verdict delivered in English, “hang him till death”, is the title of the said story printed as such in Devanagiri script- shockingly, perhaps first time in the history of independent India and journalism. This defies professional ethics and amounts to rape of language by the alleged mole of British Empire, to say the least.
The live languages readily absorb the words from other languages in their evolution for different reasons to keep pace with the changing time and needs. Must they do it to survive and grow.Hinglish or Chinglish, it does not matter in a symbiotic relationship as long as isolated words are adopted from English by them and used for convenience. However, borrowing full sentences for use in print, when their easy translation is at hand, is a new trend set by the Hindi daily Nav Bharat Times.
And this trend is a near death experience for Hindi .All other languages, including English, will meet the same fate if subjected to same treatment. KARMA, a Hindi word, is now common in English usage. However, if a Hindi sentence containing the word KARMA is printed in Roman Script for use in an English news paper, it will spell doom for the English. And if still Bennet Coleman holds on to its action, let it print in Times Of India the speeches of ATAL and other Hindi speaking Leaders in Roman without English translation. Will it or won’t it?
Nav Bharat times also bring a four page supplement under the title “Hello Delhi” written in Roman but the contents are meant for Hindi readership. The fact is that a large population of Hindi readers in Delhi and country is not lettered in Roman script and fail to read what they are forced to read. Those who are well versed in English don’t need a Hindi paper. Not only this, the running matter in “Hello Delhi” is replete with the English words like option, calculation outfit , elegant, exit etc. which are beyond the comprehension of Hindi readers.
There is no denying the fact that the editorial board of Nav Bharat Times is one of the best in country, yet some one sits on their top with business interests. And editors are as helpless as our national language!

Submit the list of TAINTED IAS/IPS ; Patna high court !
|

The buzz is that The Patna High Court directed the Home Secretary AFZAL AMANULLAH to compile a list of all tainted IAS/IPS officers and policemen and furnish that list to the court within next four weeks.
It is reported that a division bench comprising Chief Justice Dr. J. N. BHATT and Justice SHAILESH KUMAR SINHA, while hearing on a PIL earlier filed by the Indian Medical Association (IMA), Bihar chapter, also ordered the Home Secretary to furnish details about actions taken within last five years against such corrupt and tainted police officials and bureaucrats.
The court also demanded a list of all cases pending with the CID and Vigilance Bureau against any police official or bureaucrat.

UP IAS Association Sandwiched between MULAYAM & GOVERNOR
|
|
The buzz is that Uttar Pradesh IAS Association finds itself sandwiched between the top two functionaries — the constitutional and the executive heads. It is learnt that the Governor has asked the association to defer the function of Civil Service Week from in mid December to January, whereas CM Mulayam Singh Yadav is unlikely to accept any change in the schedule.
Sources close to the association disclosed that we find ourselves in a dilemma as it has to respect the wishes of both the Governor and the CM.
Barring the dinner that the Raj Bhawan traditionally hosts for IAS officers, the Governor has no major role to play during the week. Successive Chief Ministers have found the week an occasion to give their message political or otherwise at the senior administrative officers’ conference organised every year as part of the week.
Another officer added that this was for the first time that the Raj Bhawan had asked for cancellation of the week under a situation when Governor and CM are at loggerheads with each other.

Delhi Bandh- SHIELA DIXIT’s days numbered?

The buzz is that the Chief Minister of Delhi Shiela Dixit is proving to be the quisling, in the tradition of other two, first Mandal champion and Late Narsimha Rao, in the wake of Delhi Bandh and subsequent burning of effigies of SONIA GANGHI through out the city. And this is not her mere helplessness before judicial intervention regarding entire ceiling drama, rather a meticulously done up agenda being implemented through handful of trusted operators.
Having realized that her innings has come of age, she reportedly wants to push her son, SANDIP DIXIT, Member of Parliament from Delhi East, as heir to her thrown in coming years. This aim can be achieved only after ground is cleared of the Congress veterans like JAGDISH TYTLER SAJJAN KUMAR, JAI PRAKASH AGGARWAL, RK DHAWAN , RAM BABU SHARMA, SUBHASH CHOPRA, AJAY MAKEN and all other leaders of any consequence. Public wrath against Congress in Delhi will only be reflected in loss of base of these leaders, serving her purpose. More the violence, happier is the chief minister. She is well aware that, after changed demographic indicators the votes of migratory population (read Punjabis) have become key to tilt outcome of polls in Delhi in relation to Punjabi voters who are worst effected by the ceiling drive.
Her methodology, too shrewd. Reportedly at her behest, selected youth Leaders enact repeat performance of SANJAY GANDHI LOYALISTS in cabinet meetings and party gathering, insulting and humiliating senior leaders and pushing them to corner.
.SHIELA DIXIT, daughter-in-law of the Congress veteran from Uttar Pradesh UMA SHANKAR DIXIT and widow of late UP civil servant VINOD DIXIT allegedly utilized title of her in laws to become close to GANDHI family. Born and brought up in Delhi she entered Lok Sabha in 1984 from Kannauj in Uttar Pradesh riding the crest of Congress wave. She also served as Minister of state in Prime Minister’s Office.RAJIV GANDHI, after his defeat in 1989 Parliamentary elections at the hands of a quisling had reportedly listed few Congress leaders in his hit list in case he regained power; she topped the list. SONIA GANDHIS’s shortsighted decision of importing her from UP to Delhi, Congress President first and the chief minister for two successive terms later, to counter the Congress mafia of the Delhi has completely boomeranged now. And that is the whole shebang.
Shorn of total support within the party and the government, she has repaid her gratitude to GANDHI family by allegedly subjecting the top leader to effigy burning, the spill over effect of which are going to be too grave and irreversible.

UP Elections 2007: AJIT SINGH exposed!

The buzz is that AJIT SINGH, son of CH. CHARAN SINGH who once ruled the Indo-Gangetic plane by the strength of his Gandhian lifestyle and rapport with the peasantry, has reportedly chosen the print media to impress upon the Congress and Samajwadi Party his indispensability and crucial role in tilting the outcome of forthcoming assembly polls either way.
In 1987, after demise of CH CHARAN SINGH, his son, a political suckling, took the reins and could drag on so long in power politics with the sole backing of the gigantic silhouette of his father. Since then CHAUDHARY scion has been enjoying political power at central and state level, turning somersaults and changing colors. Now that UP Assembly elections are due anytime in January 2007, he has once again started showing his trite moves to confuse Congress and blackmail Samajwadi Party. Ironically, In UP, his party enjoys ministerial power and yet desperately seeks poll alliance with Congress, a bete noire of AMAR SINGH AND MULAYAM. Also, a total failure at the HARIT PRADESH front, his hold on electorate has already plummeted to a few pockets of the district Muzaffar Nagar and parts of Meerut.
A story reportedly planted in a weekly magazine says that SONIA GANDHI is desperately trying to win AJIT SINGH back to her party .While the other story carried in a western UP Hindi daily highlights his inevitability for Congress to score double digit in the assembly elections and oust MULAYAM AMAR duo from the power. While the general secretary in charge of Uttar Pradesh Congress Committee sees no point in negotiating with AJIT SINGH, another general secretary is fed up for similar reasons.
Exposed before all major players, AJIT SINGH’s next move will only move him down the political graph, analysts say.

The buzz is that, having engineered a much awaited minor reshuffle in the cabinet, the Congress high command is all set to refurnish the organization at apex level. As in the cabinet, the motive behind the resetting the party organization is reported to be the same – yes man in, regardless balanced caste and regional representation and merit considerations.
And why not, the prince needs a well done up ground before being launched in the organization. The fate of NATWAR SINGH and SONIA GANDHI’s subsequent reported displeasure about the way she was kept in dark and cheated in Volckar case is grim reminder to other established SONIA LOYALISTS that they are indispensable as long as they remain bereft of individuality. Congress Party is allegedly overflowing with such leaders befitting her requirement.

The buzz is that the MAHARANI of Congress has nicely nudged PRANAB MUKHERJEE out of Defence Ministry to accommodate a harmless A K ANTONY and reportedly have few files cleared concerning procurement of arms, valuing thousands of corores.The outgoing Defence Minister had been sleeping over these files in oblivion of the urgent needs of Indian Army and the money power of four alleged Indian players in global arm trade- a move to benefit all interested parties. One of these players, retired defence personnel, is rumored to have already shown his money power by purchasing a five star hotel situated amongst ministerial bungalows in New Delhi.
The ambitious and ageing MUKHERJEE, a potent threat, has been shown way out of domestic politics only to spend remaining term amongst Excellencies. To recall, he along with the former Prime Minister, NARSIMHA RAO and a veteran from Varanasi had become a real threat to RAJIV GANDHI after assassination of his mother way back in 1984. Two wickets already down, third one has been removed from domestic field.

Alas! gone are the days and what a Niagran fall in the spirit of Diwali unitedly engineered by the trinity that the true meaning has completely relegated to the background and the cosmetic rituals have come to the fore- the innovative means of exchanging luxurious gifts to escape sting operations - thumbing nose to the watchful eyes of income tax department. And all these in the name of Diwali. A stream of persons can be seen carrying costly gifts, wrapped decoratively in cartons, in the palace of power, the residential places designated for the civil servants, the sprawling farmhouses and five star hotels. And no one can dare inquire what the dubious gift packets actually contain, sweets, drugs or banned and illegal items?
The home made sweets were first replaced by the readymades.Fresh fruits and dry fruits were the next. Now it is a pen costing more than rupees one and half lakh; a wrist watch valued at two lakhs; spectacles for fifty thousand and laptops as miscellaneous items. As the road to a civil servant also goes through his wife, diamond necklace and jewellery sets are must to offer to the deity. However, these gifts offered as inducement reportedly bear handsome returns and out of turn favors.

Riddle of UP Assembly Elections!

The buzz is that the forthcoming elections to UP assembly due within couple of months have invited, as usual, claims and counterclaims by the major players about their unexpectedly better performance. Samajwadi Party, though shaken, is confident of manipulating the throne once again. BSP without it’s founder, KANSHI RAM, has reportedly auctioned all the assembly tickets to the highest bidders in the name of mobilizing party fund. VP SINGH’s recently revived Jan Morcha under the official leadership of RAJ BABBAR, initially protested allotment of agricultural land to ANIL AMBANI for his power project at nominal price. It is reported that the efforts of the duo to sustain Jan Morcha is aimed at fulfilling the last wish of VP SINGH- a congress ticket to his son AJAY SINGH. ANIL AMBANI may also consider pacifying the duo to retain the land, it is alleged.
The fight is going to be between MULAYAM and MAYAWATI when counting of votes will actually begins.The cast ridden society of Uttar Pradesh has been consistently rejecting everything positive and uniting along cast lines at the final moments of polling- a truism.This consideration seems to give MAYAWATI an edge over all others, including MULAYAM despite all his moves.
The feeling among the people of Uttar Pradesh is that in the forthcoming elections, if results are the sole consideration, AMAR SINGH is going to be proved SHAKUNI of doom to MULAYAM.

The buzz is that in the recent major bureaucratic reshuffle of Delhi, NAINI JAYASEELAN ,(1980 IAS), appears to be the major beneficiary and has proved her strong hold not only on the bureaucratic heads of the government but also the Chief Minister , LG Delhi and the Ministry of home affairs. After serving as the Chairperson of Delhi Pollution Control Committee and Secretary Environment and Forests continuously for more than five years, she assumed the charge of yet another important post of Divisional Commissioner and Development Commissioner on 9th October 2006.
It is learnt that to justify her new posting news items were planted in the media to the effect that she was languishing for five years in the Environment and Forest Department. On the contrary, the Pollution Control Committee has emerged as the single most powerful governmental agency after abolition of “quota permit raj”
It is learnt that the Chief Vigilance Commissioner had summoned a large number of files from the Secretary Delhi Pollution Control Committee in the wake of large number of complaints received from Industrialists almost a year ago. Even this could not dethrone Naini from the post then. Sources disclosed that departmental proceedings are already on against her for granting certificates to “OLD SPICE” range of cosmetics as the drugs when she was posted in Goa, causing huge loss to public exchequer.
It is infesting to know that MHA has also extended its protective cover to NAINI by not transferring her out from Delhi even after her having completed more than five years in Delhi Government.

UP IAS Association calls for removal of “conduct sub-clause
|

The buzz iis that the UTTAR Pradesh IAS Association wants deletion of a sub-clause in the draft Public Service Bill-2006. The sub-clause states that civil servants should conduct themselves in a manner that they not only win confidence and trust of the political executive but also give impartial and frank advice to them.The Association has demanded that the sub-clause be removed and recommended that public servants should be made accountable to the Constitution and the people.
“The increasing intolerance of the political executive towards civil servants providing frank advice is making life difficult, more so in situations where there is conflict between political exigencies and larger public interest,”said association.Association secretary SANJAY BHUS REDDY has sent a letter carrying recommendations for amendments to the draft bill to GAURI KUMAR, honorary secretary of the Central IAS Association.
The UP Association feels the draft bill should have a provision for minimum tenure for sensitive posts that include posts of chief secretary, secretaries, divisional commissioners and district magistrates at the State level and cabinet secretary/secretary at the Centre.
The UP Association has suggested that postings on sensitive posts of cabinet secretary, chief secretary should be done at least three months in advance. A procedure for appointment and removal of officers posted on such posts should also be laid down, the association says.

Why DLF withdrew its Public Issue?
|
|
The buzz is that New Delhi based real estate major DLF filed an offer document with the regulator (SEBI) in May, 2006 hoping to raise around Rs.13, 500 crores through an IPO. The issue which the DLF withdrew in a huff would have been the nation’s biggest ever IPO of shares by any private Indian company. The only company to have raised more than 10,000 crore through Public Issue so far is state controlled Oil and Natural Gas Corporation (ONGC). The ONGC raised Rs.10, 500 crores in March, 2004. Had this IPO materialized, DLF Chairman K.P.SINGH would have become a leading billionaire on the strength of the IPO retaining control of more than 85 per cent of the paid up equity capital of the company after its listing.
The company was planning to enter the market with 21.9 crore equity shares of Rs.2/- each, including a green-shoe option of issuing an additional 1.7 crore equity shares. The price, which would have been decided by the book building route, would have been in the range of Rs.500 – Rs. 600 per share giving a total valuation of approximately rupees one lakh crore to the company. The issue also included an offer for sale of 1.49 crore equity shares of the existing promoters. DLF also aimed at rising between $ 100 million and $ 500 million through a pre IPO placement of shares. However, it first put off its plan to sell its shares to institutional investors and then ultimately withdrew its Draft Red Herring Prospectus (DRHP) thereby putting a big question mark on its fund raising exercise.

DLF’s Version
The official reason cited by DLF officials for withdrawing its Draft Red Herring Prospectus (DRHP) was that the company wanted to update the document. According to them, the company wanted to incorporate latest financial performance and capture business developments that would have been of interests to investors. They say that the group had acquired land, taken up new projects and signed several joint ventures which need to be reflected in the revised prospectus. The withdrawal has been done on the advice of the company’s merchant bankers.

The Reasons DLF don’t want to tell !
|
|
As against the DLF version, the real reasons, as probed by the Society for Consumers’ and Investors’ Protection (SCIP), are entirely different. According to Dr. G S Sood, President, SCIP, the main reasons why DLF had to withdraw its IPO were as follows:-
1. The company got embroiled in a controversy with minority shareholders, who filed complaints with SEBI with regard to the Rights Issue of convertible debentures in December, 2005. The minority shareholders of the company alleged that, but for a few lucky ones who happen to be close to the management, most of them did not receive the letter of offer. It was also reported that an FIR was lodged by postal authorities regarding alleged faking/forging of the postal stamps on UPC records of posting such letters to its shareholders by DLF. The issue was probed in detail by the Society for Consumers’ and Investors’ Protection on the basis of complaints received from a large number of minority shareholders. The Society found a number of irregularities and violations of SEBI regulations with regard to the said Rights Issue. The company was found to have misled the investors with an intention to scare them away from applying to the said Right Issue. The amount at stake involving this controversy was estimated to be around Rs.1600 crores as per the conditions prevalent at that time. SEBI, however, subsequently referred the matter to the Ministry of Company Affairs (MCA). The MCA has not yet given its opinion on the issues referred to it till now ( Reasons best known to Prem Chand Gupta Minister for Company Affairs) which ultimately compelled SCIP to file writ petition against MCA, SEBI and DLF in Delhi High Court. But it became quite apparent that this was the major reason why the company had to withdraw its DRHP pending the resolution of grievances of all the shareholders.
2. The company is infamous as alleged many times for repeatedly violating various regulations aimed at regulating the functioning of securities market. DRHP filed by company had not only concealed material facts/information but also misrepresented various facts which could have put it in serious trouble had it gone ahead with its IPO based on that very DRHP.
3. The testimony to the fact that the company is a habitual violator of regulations lies in the fact that a number of cases both, civil and criminal are lying pending against the company. Prima facie, the company has got itself de-listed thereby avoiding regulator’s attention for various irregularities committed by it and then plan to re-list itself.
4. Another reason why DLF had to withdrawn its IPO could have been the recent orders passed by Hon’ble Supreme Court in the matter relating to sale of shares to Bhoruka Financial Services Limited (BFSL) to a DLF Group company – “DLF Commercial Developers” (DLFCD). The case has been under SEBI’s investigation for alleged irregularities in the sale. DLFCD had entered into share purchase agreement with the promoters of BFSL in July, 2005 to buy out there 98.37 percent stake. The remaining 1.27 percent was held by 26 public shareholders. DLFCD filed an application with SEBI seeking an exemption from making an open offer to the public shareholders which was granted. BFSL shares were listed on Bangalore stock exchange, but DLF purchased these shares from the promoters of BFSL through transactions on the Magadh Stock Exchange. It is interesting to note that the shares were not listed on Magadh Stock Exchange but were hurriedly allowed to be traded in permitted category using the services of a broker of Magadh Stock Exchange. SEBI, in an order based on August, 2005, barred DLF from dealing in the scrip of BFSL and said that the transactions were in violations of the by-laws of the exchange and hence were illegal. The promoters of BFSL were directed to deposit the proceeds of the sale in an escrow account with the nationalized bank. It could prima facie be concluded that acquirer i.e. DLF and the seller/ promoters consciously and with premeditated design chose to execute the trades on Magadh Stock Exchange with a view to avoid regulatory attention and scrutiny.
5. Another major reason that seems to have forced the company to withdraw its IPO was the exaggerated valuation that the company sought to achieve for itself. Since the IPO was planned to have hit the market during the stock market frenzy that lasted till May this year. During this period, anything in the name of real estate could have fetched a huge premium. However, to base an IPO valuation solely on the parameters such as real estate prices and the stock indices would have been to live in a fool’s paradise. The more sensible parameters such as the true worth of the company, its business model, past track record, growth in earnings etc. needs to be given due consideration. Looking into these parameters, the company may not be able to attain a valuation equivalent of 30 percent that it aimed at, that to if the markets remain in a reasonably good mood. Even this valuation may not be available to the company on a platter and would need considerable marketing efforts on its part.
Above all, the company has learned to have raised debt totaling more than Rs. 7000 crores to finance its various ongoing projects. With its latest attempts to enter the capital markets also running into rough weather pending settlement of various contentious issues, the company is likely to find itself in a serious financial mess.

Delhi High Court Issues Notice To DLF
|
|
The buzz is that notices were issued by the Court of Justice Anil Kumar of Delhi High Court to Government of India (Ministry of Company Affairs), Securities and Exchange Board of India (SEBI) and to DLF Universal Limited. The court ordered them to file their replies within four weeks. The notices relate to the alleged irregularities committed by DLF Universal Limited with regard to its recently concluded Rights Issue of Debentures.
The petition was filed by the Society for Consumers’ and Investors’ Protection (SCIP) through its Counsel, B. R. Sachdeva whereas none appeared on behalf of SEBI. Mr. Sachdeva while arguing the case, alleged that it is one of the biggest ever scams in the history of Corporate India involving a sum of more than Rs.70, 000 crores (Rupees seventy thousand crores).
The society alleged that DLF has violated SEBI regulations during the Rights Issue of Debentures which resulted into a large number of complaints that the minority shareholder of DLF lodged with the SCIP.
The Society for Consumers’ and Investors’ Protection President Dr. G.S.Sood has requested the court to instruct the Ministry of Company Affairs and SEBI to take appropriate action against the company and prayed it to either set aside the entire Rights Issue of Debentures and make a fresh issue or take other appropriate actions including instituting an inquiry and investigation into the affairs of the company pursuant to section 209 or 235 of the Companies Act, 1956.

113 officers transferred in Punjab

The Chief Minister of Punjab has ordered a major reshuffle in the posting of 18 IAS officers, including two Deputy Commissioners, and 95 PCS officers. The list of transferred IAS is as follows: - S.K. AHLUWALIA, Commissioner, Municipal Corporation, has been posted Secretary, Parliamentary Affairs. DR JASWANT SINGH will be the new Commissioner, Municipal Corporation, Patiala.
R.C. NAYYAR, Secretary, Parliamentary Affairs, has been given full-fledged charge of Secretary, Revenue. It is learnt that he will continue to hold additional charge of Director, Disaster Management. DHARAM VIR, Secretary, Punjab State Human Rights Commission, will be the new Secretary, Freedom Fighters. B. SARKAR, who will take as Secretary, Punjab State Human Rights Commission.
