Gujarat government failed to reach out to the poor
|
|
The buzz is that Gujarat government is concerned over the failure to reach out to the poor and planning to help them through various individual benefit schemes. It was realized in the sixth annual Chintan Shibir at Dhordo village in Kutch.
It is reported that in this meeting Gujarat ministers and 250 senior IAS officers discussed various topics at length. It was discussed that in rural areas, 11.37 lakh BPL families are homeless. It is necessary to have a special drive for allotting land plots to BPL families. The report further said, “Of 42.39 lakh farmers, only 23 lakh have got Kisan credit card. The rest of the farmers must be provided the cards by next year. Of 3.5 lakh artisans, only 6,672 have got artisan cards. In 4% Differential Interest Scheme, against a target of Rs1,000 crore credit, only Rs.0.4 crore has been disbursed so far.”
According to the Planning Commission’s estimate, around 2.5 lakh population above 65 years of age and belonging to BPL families and are still without pension.
It is pointed out that “National Health Insurance Scheme is also poorly implemented in Gujarat. In the scheme, Rs30,000 cashless medical benefit is provided to the rural and urban poor families. The scheme is implemented in 10 districts at present, and against the target of 11.31 lakh, only 6.86 lakh families have been covered so far. Implementation of central government’s flagship NREGA scheme for rural employment is also poor in state. Of 60 lakh rural families, only 30 lakh are given NREGA cards and only 9 lakh families have been provided employment”.

Uneasy B S Lalli meets Rahul Gandhi!

B S Lalli, CEO- Prasar Bharati met Rahul Gandhi two days back. And it was not a meeting usually held in normal circumstances. Insiders confirm that he had been requesting this appointment for long which was not being granted. Congress leaders are unhappy with B S Lalli who has let the party down by series of alleged corrupt actions creating maladministration which has been taken note of by the Delhi High Court even!. These allegations have now been proved by CVC also. But the most shameful was the matter relating to Sexual exploitation which no sane and right thinking person would ever agree upon.
Official sources though tight lipped have indicated that an Ordinance shall be promulgated after December 22, 2009 when the current winter session of Parliament shall be over. It is reported that the present Prasar Bharati Board shall be terminated and a new management shall take over. While Media Experts term this as a victory for their cause and appreciate Rahul Gandhi’s pragmatic and keen sense to eradicate corrupt and visionless people from his Government but serious reservations on the scrapping of present Board is being expressed.
It would not augur well for Rahul Gandhi and the Congress if the entire Board is asked to pack up for coming out with truth. It will send a wrong message. Congress is the only political party left which follows ideals set by Mahatma Gandhi and truth to him always emerged victorious in the end !! A Board which acted as ‘whistleblower" and exposed B S Lalli’s nefarious activities should not be made a sacrificial goat ! Even Staff Associations want to have those Members continue who helped in exposing this scam. They are citing the example set by former Minister, Sushma Swaraj when she sacked S S Gill, the first CEO and not the Board !!
Ambica Soni shall have an onerous task in managing the Board if she removes all experienced hands involved till now. For any induction of Members and other such officials who are not versed with Prasar Bharati would further doom the organization. There needs to be semblence of justifiable mixture of talent to bring in better results.
The effecient Minister that she is could even think of inducting former experienced officials whose knowledge and maturity would benefit immensely. Amongst the most recently retired bureaucrats and a fine human being with keen media sense, K S Sarma could be anybody’s choice ! Hailing from Andhra Pradesh, he could even represent the Southern Zone, which often feels ignored in the media set up. And it was during K S Sarma’s tenure, Prasar Bharati created history earning Rs.1200 crores in 2006 which none could emulate thereafter !!

Life is a funny circle. It was LALIT MODI who would appear on all TV channels carrying sheaf of papers, waving them with his corporate gusto in castigating Jagmohan Dalmiya, the vanquished leader of BCCI, as a corrupt lot. He was even instrumental in foisting criminal cases against Jagmohan Dalmiya, mumbling hundreds of crores as scam committed by him....That was the story then.
He now gets a bashing in the Rajasthan Cricket Association elections and his supporters getting beaten by cops in full view of TV cameras. Bruised and dejected, he flew to Kolkatta to mend affairs with the former czar of BCCI for a handshake. The reason is the elections which are going to be held for President, BCCI. And as per the terms, it is the turn of South India to propose its candidate. But Board has reservations about N.SRINIVASAN. May be they find him too independent and ambitious.
Lalit Modi, whose industrial empire now revolves more around BCCI than Four Squares and Modi Tyres is asking support for another corporate honcho, Vijay Mallaya! While some Board people have reservations about his unbridled ambition trips too, it is being surmized that Arun Jaitley might be a consensus candidate, if all goes well. He could be incorporated in any of the South Zones Cricketing bodies and give him the eligibility. Once again shadow boxing between the Congress and BJP acolytes.
More than nobody else, Jagguda always knew of his impending good times which seem round the corner now.

Mobile telephone Number portability by 31st December 2009
|
|
The buzz is that finally consumer is the winner and government has cleared the issue of number portability, pending since 2005. Gurdas Kamat, Minister of State for Communications and Information Technology in Lok Sabha informed that the government has decided to introduce Mobile Number Portability (MNP) in the country. MNP allows subscribers to retain their existing telephone number in the same service area when they switch from one access service provider to another irrespective of mobile technology or from one technology to another of the same or any other areas service provider. Necessary Licence Agreements for MNP Services have been signed in April 2009. In the first phase, MNP is likely to be implemented by 31st December 2009 in metro cities and Category ‘A’ Service Areas (Delhi, Mumbai, Kolkata, Maharashtra, Gujarat, Tamil Nadu including Chennai, Andhra Pradesh and Karnataka Service Areas) and in the rest of the country thereafter by March 2010.

You heard it right, some officers close to B S Lalli, CEO are talking of strategies to oust the Minister who has failed to toe the line of CEO !! Laughable at the mediocrity of thought but the sinister intent it carries, is cause of worry. Its plot akin to the one hatched by Brutus to eliminate Julius Caesar centuries ago. B S Lalli, it is agreed by all in the Ministry has been despised by the Minister for his utter incompetence and matters relating to women exploitation. She is reported to have mooted an Ordinance to shunt him out after having it vetted by Law Ministry sometime back. But for the shocking support the erring bureaucrat got from highest quarters, who helped him save the razor cut like all previous times.
But the fancied proposition of getting the Union Minister sacked by a set of officers would shock the Chairperson of UPA even. Should Ambica Soni be aware of these shenanigans or laugh off the matter.. but their continuance would certainly be a source of embarrassment for her in the times to come.

The doughty lady officer who stuck to her grounds amidst all the hullabaloo is said to have conveyed her convictions to the powers that be.
Our website too was flooded with complaints and some even sent us “copies of file notings” but we decided to conduct a fact finding exercise. Our Correspondent at Srinagar met many Producers whose proposals for DD Kashir were turned down and those who came out successfully. After a two day prolonged interaction it was surmised that nothing intentional was done nor efforts to “extract” money by the Director, as widely alleged, was ever a pre condition for approvals.
This should come as a morale booster to the lady officer who faced the onslaught with girth and determination. But we still stick to our advice for initiating a public redressal system whereby such outcries are not heard, for in any public office, the grievance has to be heard. Even, if some wrongs had taken place the management need not be diffident about revising their selection process. That’s the concept of transparency. If the DG,Doordarshan is not versed with media administration does this not become responsibility of the concerned channel Head to take the lead? Had that been made part of the policy there would not have been any opposition !!

Two phone calls can reveal the mystery of senior IAS officer Harminder’s death IN U.P
|
|
The buzz is taht two phone calls has become mystery for the bureaucratic circles of UP which devastated the life of a senior IAS officer HARMINDER RAJ SINGH who committed suicide after these calls. It is being speculated in the corridor of powers in UP that these phone calls were from chief minister’s subordinate and closet to Mayawati. Now these two calls has become the burning issue in the political circles. The opposition accused the Mayawati government that the whole bureaucracy in UP is working under tremendous pressure and the death of 1978 batch IAS officer is it’s latest example. Quite an affable officer Harminder’s posting was his second stint as the Housing & Urban Development department which started from July 9,2009. Seen as a rather clean officer, he was believed to be a blue-eyed of some of the topmost bureaucrats in the state and in the good books of the chief minister Mayawati. In Lucknow, most of those who came to know about the suicide incident, initially refused to believe it since they had met a visibly happy ‘Hary’( as he was lovingly called by his batch mates and colleagues) at a party a get together hosted by his batch mate Desh Depak Varma in connection with his son’s marriage. He even danced with other officers during the party. “There was nothing on his face that could even remotely suggest the extent of pressure that he was actually in”, said a senior IAS and a colleague of Harminder. Though no suicide note could be received from the site, the people close to Harminder’s family said that he was under tremendous pressure at his job front. Harminder was heading the department which was responsible for a serious of issues like allocation of land to private colonizers for hi-tech and integrated townships, slotting of green belts and conversion of land use for development schemes, including projects of the state government. These projects have been in a limbo ever since the Supreme Court slapped a ban on any construction work at a number of these memorial sites. The UP government, having already apologized before the apex court for any lapses that may have occurred during implementation of the ban, was to submit an action taken report (ATR) before the Supreme Court. However, till now there was nothing to establish that this was the reason that prompted Harminder to take such a drastic step. At the time of incident, Harminder and his wife Aasina Singh were the only ones present in the house as their son Shivendre, who is an MBA working with a well known brand of medicine and domestic utilities, was in Delhi. He flow down to Lucknow on Sunday morning. The body of the IAS officer was flown to Delhi around 3 pm. At Delhi, the body was taken to the Satya Marg Residece of a senier IAS officer who happens to be the husband of Harminder’s sister-in law.

IGNCA Continues to Flout Norms
|

Another autonomous body (mis)managed by a bureaucrat is becoming the cynosure of all in the Government. And the manner with which one after another wrongs done are getting exposed calls for immediate attention. This has invited criticism from senior Art and Culture followers that if “ rules have to be flouted with ponderable impunity in an area headed by Prime Minister, why have them at all ?”
IGNCA has of late been sharing the dais with Government organizations where vile and corruption is a way of functioning! Most recent example being “adjusting” internal candidates not fulfilling qualifying norms for posts of Professors and Assistant Professors. The mandatory advertiement in Employment News and Hindustan Times for 13 posts in two categories where candidates holding analogous posts were only eligible. But ignoring terms of advertisement, acting Member Secretary, Jyotindra Jain and Aditi Mehta,Jt.Secy. hurriedly recruited non - eligible candidates from the internal lot who were close to them !!
Dr.Molly Kaushal an Associate Prof with IGNCA on contract basis was recruited alongwith Dr.S Simon working as just a Research Associate which is equivalent to an Assistant in Govt parlance as Professors !! While senior and qualified academicians have not been given UGC scales, these newly recruits have been put in the higher UGC scales. This glaring intentional anomaly despite the administration section mentioning it as irregular procedure has not deterred Jyotindra Jain & Aditi Mehta. It may be recalled that all these officers were tools -in-hand of Aditi Mehta, Jt Secy in disbursement of funds to NGOs which had already been widely reported in media. The reward for their unstinted support in alleged corruption and mis-handling of affairs have already caused whispers in Ministry of Culture.
Senior bureaucrats are already terming it as a scam but keeping silent. Reason for this one eyed approach has to be unraveled! Are there accomplices in the Ministry also which are allowing Aditi Mehta to continue dismantling IGNCA ? It’s high time the matter is referred to CVC or CBI for thorough probe before matter comes in public domain for open investigations.

The buzz is that Hon’ble Justice Dr. Shubhra Singh Special Judicial Magistrate for C.B.I and Economic Offences, Indore, M.P has ordered on 16/11/09 to submit the details of the assets of Sterlite Industries India Ltd and Ajay (absent from the court), so the court can issue the orders for confiscation of the properties of the said company and Ajay. The said order was issued by the Hon’ble court in the case of S.D Teletimes Ltd V/S Sterlite Industries India Ltd on Application No 26872/09 with miscellaneous case no 16/2009. The court has directed to serve the notice to the parties. The next date of the hearing is 8th January 2010.

B S Lalli found guilty By CVC
|
|
It would not have happened had the Prasar Bharati Board members were not vigilant on the corruptive decisions taken unscrupulously by B S Lalli, CEO. It would also not have happened if a public serving NGO not taken up the matter in the High Court which called for a thorough CVC probe.
Sources reveal that CVC while probing all cases against Lalli have come out with findings in one case where the Commissioner Vigilance is reported to have asked for “criminal proceedings” to be initiated. According to reports, it has been stated that “serious violations of Prasar Bharati Board financial rules and CVC guidelines” are unearthed which has caused huge losses to national exchequer. This matter relates to Sports Telecast Rights where internal officials were once again over ruled by CEO. It’s also a matter for probe that one senior bureaucrat in the Ministry of I & B, who also hailed from B S Lalli’s cadre was allegedly in league with him !
It is further learnt that the Ministry had asked B S Lalli, CEO to put in his papers recently. But he instead asked that entire Board be scrapped first. Not only this, Lalli is reported to have requested the Delhi High Court to expedite the pending repatriation matter for A K Jain, Member-Finance for B S Lalli knows that it had been to a vigilant and incorruptive A K Jain, he could not have his smooth sail !!
With this exposure, it would be unfair, if the Ministry scraps a Board which acted as a “whistleblower” and exposed the nefarious activities of CEO. The Board and all those Members who asked for these enquiries should be complimented by the Ministry for helping them unmasking the sordid goings on !! It indeed gives them reasons now to issue marching Orders for B S Lalli like Sushma Swaraj did for S S Gill, the first CEO of Prasar Bharati !!
Media pundits and people at large would certainly like to know the identities of people who were instrumental in foisting a corrupt element and helping him to fight at the cost of Organization !

How Praful Patel presented the case of civil aviation ministry before the members of Lok Sabha. It is a big surprise in this country how Praful Patel is surviving even after duping India with Rs 5000 crore loss of Air India. The first meeting of the Parliamentary Consultative Committee for the Ministry of Civil Aviation in the 15th Lok Sabha, was held today under the Chairmanship of Shri Praful Patel, Minister of Civil Aviation.
The Members of the Committee were welcomed to this first meeting by the Minister and given a detailed presentation about the Civil Aviation sector. The following important information about the sector was given to the Members:-
Major Milestones
• India is the 9th largest aviation market in the world.
• 29.8 million passengers traveled to/from India during 2008. Increase of 30% on previous year. International passengers will grow upto 50 million by 2015.
• International flights 706 per week (increase of 53% over the previous year). Schedule air services available to/from 82 airports (only 50 in early 2000).
• Enhanced opportunities and international connectivity – 69 foreign airlines from 49 countries are flying into India.
Growth in Domestic Sector
• Growth of 69% from 2005 to 2008 in number of domestic flights.
• Domestic passenger base of 87 million.
• India ranks fourth after US, China and Japan in terms of domestic passengers volume.
• Expected growth rate - @ 9-10% to reach a level of 150-180 million passengers by 2020.
• Scheduled domestic operators – 15
• Fleet size has risen to more than 400 thereby stimulating first time domestic traffic.
Growth in International Cargo
• Annual growth of 12.8% during the last 5 years in the international cargo handled at all Indian airports.
• 2001-02 - 560.2 thousand metric tones.
• 2006-07 - 1020.9 thousand metric tones.
Civil Aviation in India
• Market has more than doubled between 2003 & 2007 - passengers and aircraft.
• New airlines, budget travelers and a robust economy – Complementing each other and fueling growth.
• Increase in Operational Airports – 50 to 82 in last 4 years.
• North East Connectivity: 87 flt/wk to 287 flt/wk in 5 years (230% increase).
• $100 spent on air transport produces benefits worth $325 (ICAO).
• In a very short time India has become the 9th biggest aviation market in the world.
• Air travel has become affordable for the middle class.
• The spectacular growth is just the tip of the iceberg - India has the least penetrated market for air travel – lower than even Sri Lanka, Pakistan, Ethiopia and Nigeria.
• India has 0.02 trips per capita as compared to 0.1 of China and 2.2 of USA.
• There has been an increase in tourist charter flights to India - 686 flights in 2008 brought in 1,50,000 tourists.
• There has been an increase in non-scheduled operator permits – 99 in 2008 as against 66 in 2007 (Growth @ 50%).
• There has also been an Increase in the number of domestic scheduled operators/regional scheduled operators.

The Members were also informed about the growth in the helicopter industry in India, the strengthening of the DGCA, the recent developments of BCAS and the current developments in the airport sector.
Cutting across party lines, the Members congratulated the Minister for becoming the Minister for Civil Aviation for the second term and expressed happiness at the PM having shown his faith on Shri Praful Patel’s efforts in developing the aviation sector. The Members highlighted various issues and drew the attention of the Minister and the Ministry towards them. Some of the important issues discussed were, the requirement for further development of the sector, to bring air travel to the masses, the naming of airports, concerns about Air India’s financial crisis, growth potential for air cargo, development of the helicopter sector and more airport infrastructure in the sensitive North-Eastern parts of the country. The Members also said that there should be a policy paper on the aviation sector highlighting the causes of its downturn so that effective policy changes could be made wherever required to help the sector grow again. The Members assured the Minister of their fullest support and cooperation.

Congress conspicuous by its absence
|

The Congress appeared to be increasingly emboldened and arrogant especially after its unexpected and highly creditable performance in the April-May general elections to the 15th Lok Sabha when it crossed the 200 seat mark and secured no less than 206 seats on its own. This was evident at the All India Radio’s programme of “Issues before Parliament” which is broadcast on the eve of every session of Parliament. It was no different this time that the programme was broadcast on November 18 with the Parliament session getting under way on November 19. The Congress was conspicuous by its absence and the opposition especially the BJP, the Left and the JD (United) had a field day lampooning the government for its anti-poor policies and increasing the misery of farmers suffering either from drought in some regions and the late fury of floods in some other parts of the country. The Congress went unrepresented by default at the “Issues before Parliament” programme on AIR and had to cut a very sorry figure. Official sources said spokesperson Manish Tiwari was to appear on the programme and backed out at the last moment. The coordinator in the Congress party threw up his hands and expressed his inabilility to find a replacement for Tiwari at the last minute. On its part AIR had sent invitations to no fewer than 13 political parties represented in Parliament and sadly only three showed up. They were the BJP, the Left and the JD (U). It is said that Congressmen don’t realise the impact of AIr and would much rather have their mug shown the TV news channels!!!

The partisan role played by ignorant politicians, who were further misled by bureaucracy apt at dismantling any edifice of importance with impunity have crucifixed the organization, perhaps forever.
And it is a matter of fact that all major corruptions and wrong doings have taken place since these so-called bureaucratic Media experts” intruded here. In some instances, CVC too levied major penalties which were waived off by powers that be !!
In the recent most matter, the DD Kashir imbroglio is taking an ugly turn now. As reported in these columns earlier that many underserving persons have been given programmes who are alleged o be “Boatmen, Cooks, Drivers and Servants” of many producers, who have deceitfully got approvals at the cost of Professionals in the valley and elsewhere. And it is shocking that Aruna Sharma, DG-Doordarshan who took active interest in the Kashir affairs, even learnt to have told Ananya Banerjee, Director to fix the upper limit of number of episodes, has not responded to allegations till date. Enraged, these Producers have met the Union Home Minister and Home Secretary, who it is learnt have ordered for enquiries to be initiated since the funds for such allocations are earmarked by MHA. Even Farookh Abdullah has termed it a “corrupt exercise“ and wants it scrapped.
But the most interesting feature is of Ananya Banerjee getting lambasted by a lady J & K producer in the office B S Lalli, CEO. While Ananya tried to defend her actions feebly, the Producer left no word to denounce her incompetence. She is reported to get enraged when Ananya termed all Kashmiri Producers as non-professionals and coercive in their dealings. The aggrieved Producer pounced on the officer and gave her mind. She is reported to have brought out facts and details through whom money reportedly changed hands and approvals given to undeserving people!!!
It is believed, B S Lalli too asked Ananya to get prepared with an explanation as the entire matter which was handled by her and personally supervised by Aruna Sharma, DG is now thoroughly exposed. This will also put a block on the absolute powers Aruna Sharma was asking from the Board for her insipid handling and lack of media administrative qualities.
Insiders reveal that Ananya was never a good choice for the volatile Kashir channel and her administrative qualities too were not tested ever. One retired DG pointed out that in “our times, we ensured to give such assignments to only those officers, who had done at least two field postings at senior levels to attain maturity, which is not being followed now. We have reduced Media to just a file-pushing exercise now” !!
These columns have been advising the DG to initiate a redressal mechanism immediately before it becomes too late for her. She needs to appoint another Selection Committee of outside Experts who could look into cases which had been turned down and given to undeserving people. Let this Committee go into the matter and hold fresh interaction with complaining Producers and matters be resolved. It has the potential of snowballing into a major political controversy.

B S LALLI Dissolves Three Member Committee
|
|
A committee was formed consisting of three Board members to look into the daily functioning of AIR and Doordarshan. This was as per the decisions taken by the Prasar Bharati Board. Even after challenging the decision in the Supreme Court after Delhi High Court ruled in favour of the adopted Resolutions and the Apex Court’s further ruling that all Resolutions having been adopted shall be implemented, B S LALLI unilaterally has disbanded the Committee. This Committee comprised of Member-Finance, Member-Personnel besides the CEO.
The system operated for few weeks where decisions taken were appreciated and implemented. The disposals became instantaneous and after long there was activity in the organization. It also helped enforce the concept of participative management, where consensus became the catchword.
It may be recalled that the Board was forced to take this step after series of alleged financial wrongs were reported by A K Jain, IAS and Member-Finance. An officer of Nagaland cadre who had seen the worst of insurgency and as Home Commissioner had managed law and order with professional expertise. Insiders confirm that it was because of his efforts that the declining trend in the organisation could be curbed to an extent. Seniors officers are told to be appreciative of his well designed notings which reflect clarity of thought, purpose and decision making abilities. His perspicacity to analyse and report on serious matters could not even escape the discerning eyes of the Higher Courts which ordered for Vigilance enquiries against B S Lalli.
The scrapping of Three Member Committee by the CEO reflects his intent and confrontationalist attitude which is harming the Organization since his taking over. His refusal to even agree to Court directives is further indicative of a negative mind which is detrimental for AIR & Doordarshan.

Recalling Old Horses !!
|

There was mayhem in the Prasar Bharati Board meeting held yesterday. As reported earlier that no worthwhile agenda was chalked out by the CEO, resultantly no pragmatic discussion took place. It was a sad reflection on B S Lalli,CEO and his Director Generals, who kept their fights on for demarcating their turfs ! DGs complained that they needed more powers and functional authority while B S Lalli, CEO was reluctant to part with. He mentioned about reviving the Management Committee which would decide the extent of authority to be given to DGs. Perhaps he too did not know that these Committees were not meant to delegate authorities but to take stock of various issues pending in the organization or action taken thereon. It is painfully hilarious to note that none knew the concept of Management Committee and gave in to Lalli’s ruse ! Thus once again Board meeting ended with a whimper.
The manner in which Prasar Bharati is being (mis)managed, it has given birth to numerous whispers. The exasperated staff is now voicing that if the situation has to remain like this then why not induct old horses who atleast had learnt the medium and contributed to its functioning. And one name which has been mentioned is that of K S Sarma, a former CEO. There is unequivocal support for K S Sarma as Chairman of the Board for his fine sense of etiquettes, a media friendly disposition and above all his thorough knowledge of Television intricacies. It was during his tenure that Doordarshan declared the highest Revenue generation of over Rs.1100 crores, a benchmark which has not been touched till date. Staff members recall his meetings and open house discussions which created a bonhomie in the portals of Mandi House not to be seen nowadays.
Ambica Soni needs to act fast and with a firm hand she is known for. Her prolonging the matter is indicative of her weak position which will be further exploited by people like the present ones. While the Media pundits are still hopeful that she will counter all strategies soon but delay is indeed tarnishing her efficacy.

Prasar Bharati Board Meets: No Serious Agenda
|

Prasar Bharati Board is meeting on November 18, 2009 and this time also there is no serious Agenda item. It is once again pivoted on the delegated authority of CEO, who since his joining has not seen beyond himself ! It is shame that the Board which should have strengthened programming and its delivery mechanism has been reduced to personal fightings only. While a controversial CEO, who should have long ceased to function is still calling shots at the cost of public exchequer.
There are many issues confronting Doordarshan which needed immediate redressal but for lack of media sense and knowledge, it is being pushed further down the drains. No one seems to know where to start from and those who have the background are being pushed behind the screen !
It was desired that B S Lalli, CEO would have used his expertise, if any, to strengthen the structure of Prasar Bharati instead of manipulating feature films and serial approvals ! The ongoing controversy of massivs wrong doings and alleged corrupted approvals for DD Kashir should have been the main issue. It is learnt that Dr.Farooque Abdullah, Union Minister and Kashmir leader had called Ms.Ananya Banerjee,Director of channel recently to scrap all approvals because of plethora of complaints. It should have been done or all those rejected should have been re-evaluated by a fresh Committee. That would have assuaged the sentiments. But it seems Aruna Sharma and Ananya have both made up their minds to take on Dr.Abdullah !!
Aruna Sharma,DG it is learnt has refused to accept proposals,under the Acquisition category, which were duly called for and approved by legally formed Committees in 2007, on flimsy pretexts. Perhaps she forgets that a scheme initiated by the Board can be reviewed by Board only and not by her ! Moreover, the delay has been caused by certain Channel Managers who could not fulfill their obligations and shifted the blame on to outside Producers. This is bound to result into another series of prolonged legal battles, Doordarshan is so fond of !
What role Ambica Soni is playing in such a scenario ? Hardly any. Its bad for the concerned Minister to be a mute spectator and do nothing. She needs some internal professional to assist her in tackling these shenanigans. Our advice - she should scrap the entire concept of Prasar Bharati. And fill the DG,s posts with internal professionals only and then see the change !! Am sure she must be wanting to add feathers to her hat.....this is the moment

Lalli Gets Temporary Relief
|
|
B S LALLI,CEO-Prasar BHarati must have heaved a sigh of relief. The much awaited orders for the justification of Ordinance increasing the age limit of CEO was accepted by the Delhi High Court.
In a PIL filed by a Delhi based NGO, it was alleged that B S Lalli did not come under the purview of Ordinance nor was it valid. In a brief judgement the Hon’ble Court ruled that the Ordinance was not meant for Lalli alone as it affected the reduction of age for the Chairman,Prasar Bharati Board also. Thus the Court did not suspect any partiality in the Ordinance.
However, it was ruled that all enquiries ordered for corrupt practices and other complaints and referred to CVC by an earlier Order stand to be implemented. It may be recalled that B.S.Lalli,CEO has many allegations of corruption, sexual exploitation matter which are at various stages of investigations.
It is also reported that mismanagement unleashed by B S Lalli has reduced the revenue generation of Prasar Bharati. While it was Rs.1000- crores in 2006, the present figures are no where near the established benchmark. Media experts have confirmed that Doordarshan’s market share has also reduced drastically and there is no scope for any improvement looking at the present scenario. Its visibility and channel acceptance too are virtually negligible. And rightly so. If a CEO is only interested in selection of feature films or commissioned serials the future of the organization is indeed gloomy. It is a sad commentary on the Public Service Broadcast which is passing through this phase in its Golden Jubilee year !!

Bickerings Surface In Prasar Bharati
|
|
One would have thought that all was well with Prasar Bharati after the Supreme Court orders for Central Vigilance Commission investigations against wrong doings of B S Lalli, CEO. But the reality emerging from the corridors of Prasar Bharati in the PTI Building convey a distressing picture.
It is learnt that the mandatory Board meeting is scheduled to be held this month. Amongst all other things in the draft Agenda is vesting B S Lalli, CEO with all remaining powers of DG ! It was enough to create uproar for a person who is already facing serious financial bungling charges and one alleged sexual exploitation matter pending in Delhi High Court. While there are reports that one faction of the Staff Association has already written for his “suspension” till he comes clean, this usurping of powers and authority would perhaps be the last nail in Doordarshan’s coffin.
In another interesting development, the All India Tax Payers Association have given a Memorandum to Ambica Soni, the Minister for I & B, as to how an inexperienced, untrained and incompetent person like B S Lalli be allowed to fritter away public money. The letter is said to have questioned the wisdom of allowing a person of dubious capabilities to misuse tax payers money ! The Ministry has yet to respond. The Association is learnt to be preparing for a Public Interest Litigation on the issue.
All said and done, Ambica Soni should ensure that B S Lalli does not hijack the organisation and put it further down the gutters. It is her responsibility to save this organisation from such elements while there is provision for Central Government’s intervention in the Prasar Bharati Act, 1990.

ADITI MEHTA Defies Rules Again !!

The controversial Joint Secretary of Indira Gandhi National Centre for Arts is once again in news. And this time she has been issued a stinker by another Joint Secretary in the Ministry of Culture.
In a letter by Vijay S Madan, JS-Culture who vide communication no.81-1/2009-ICR.1 dated October 30, 2009 expressed his " surprise " over getting a letter from Aditi Mehta,JS-IGNCA on the Embassy letter head for express transfer of funds to Jakarta where she was accompanying the official delegation. In this letter, JS-Culture reminded Aditi Mehta that she had failed to address certain concerns raised by Integrated Finance Division (IFD). It was for this lack of timely response the sanctions were not made.
JS-Culture further mentioned that it was not the job of Ministry to issue sanctions and this should have been ensured before Aditi Mehta left for her trip. And rightly so. It seems Ms Aditi Mehta was in a hurry to make this trip without fulfilling her official obligations even. The matter becomes more glaring that Ministry of Culture had already issued Financial Sanction on October 30, 2009 for Rupees One Crore which could have been transferred to the Indian Embassy in Indonesia !
Insiders reveal that since the time Ms Aditi Mehta has taken over, series of intentional blunders are a common happening. These columns have earlier too mentioned of corrupted allocation of funds to persons and agencies where she has close interests. It is learnt that a group of whistleblowers have sent details of alleged financial bunglings to the Prime Minister, who is handling this department which has an annual outlay of over Rs. 1200 crores !!

One such person emerging from the dusty roads of Muzzaffarnagar is who helped to make the hurriedly arranged meeting between Anand Sharma and the protagonist of farmers, Mahendra Singh Tikait successful. A harried Anand Sharma got scared over the agitation for sugar cane prices and the government policies dashed to the Jat leader with a small time Delhi politician. Seeing no result coming out of his talks, crestfallen Sharma requested the President of District Congress Committee to help him retrieve some bargaining points from the tough Kisan leader.
Narendra Pal Verma, the DCC head immediately put in few words and Mahendra Singh Tikait agreed to suspend agitation. While Anand Sharma did not mention the role played by Narendra Verma back in Delhi but Rahul Gandhi got the wind. Now Narendra Pal Verma has been invited by Rahul’s trusted aide Kanishk Singh for further discussions.
It is indeed appreciable that Rahul is not letting his party people down in the remotest districts. No wonder, he is being eulogized by all and sundry for spotting talent and good workers which will do good for the Party !

Outstation Trips of Bureaucrats are restricted in UP

The bureaucrats of Uttar Pradesh is now worried for their weekly outstation trips which are restricted by a new order of Chief Secretary Atul Kumar Gupta. Outstation leave has to be approved now and this order is disappointing the bureaucrats. Would the weekly trips back home really end ? A set of state officers has been talking about the disappointing order the Chief Secretary has issued as it has hit them and some other staff. Coming Friday evening, these officers hop on trains to Delhi because many of them have their families living there or other towns of UP to spend Saturday-Sunday at their home. But the government has observed that such a tendency hampers work because by Friday afternoon they prepare to go home and by evening they go away. They do not return by Sunday night. Chief Secretary Atul Kumar Gupta ordered that this must be stopped and no one would leave their place of posting for any outstation trip without prior permission from a competent senior. The order applies even on holidays.
